Combating Fraud in the Real Estate Market: New Challenges and Legislative Solutions

On November 20, 2025, a round table meeting on the topic: "Combating Fraud in the Real Estate Market: New Challenges and Legislative Solutions" was held at the State Duma of the Russian Federation.

The event was attended by State Duma deputies, representatives of the Ministry of Internal Affairs of Russia, the Federal Service for State Registration, Cadastre and Cartography (Rosreestr), the Ministry of Justice of Russia, the Supreme Court of the Russian Federation, as well as notary and realtor communities, and affected citizens.

The Russian Union of Real Estate Market Participants presented a package of proposals to enhance transaction security and protect citizens' rights.

Legislative Initiatives:

Introduction of cashless transactions for deals exceeding 1 million rubles

Establishment of a "cooling-off period" for transactions

Adoption of a law regulating real estate activities

Additionally, proposals were presented on:

• Improving interagency cooperation

• Developing preventive measures

• Ensuring uniformity in judicial practice

The Union confirmed its readiness for further cooperation with government authorities to create a safe real estate market.
