Independent Qualification Assessment
NOK is independent qualification assessment — a professional exam procedure established by law. Its purpose is to confirm that a specialist's knowledge and skills meet the professional standard. Those who pass receive a state-format qualification certificate.
The Union has been authorized by the Council for Professional Qualifications at the Chamber of Commerce and Industry of the Russian Federation to conduct exams for real estate specialists. The status is confirmed by the Council's decision and an entry in the federal register. Applications, exam schedules and venues are on the center's website.
ntsok.ruRussia has three mechanisms for confirming a qualification. For real estate professionals only one of them applies: the independent qualification assessment.
The handbooks of jobs, trades and positions date back to Soviet times and are used to assign qualification grades. They are outdated and are not applied in real estate.
It grants access to hazardous and critical facilities: without it no one is allowed to build ships, pipelines or spacecraft. It does not apply to real estate.
The system of professional standards has been built since 2013, and since 2017 the independent qualification assessment has been held against them. In essence it is the modern version of the handbooks and certification, and it is the one in force in the real estate market.
For agents, experts and brokers this means one thing: a qualification is confirmed by the assessment exam under the professional standard “Real Estate Transactions Specialist”. The exam is provided for by the industry agreement for 2024–2026.
How the System Works
The system was created by the state, employers' associations and trade unions. Each link has its own role: standards, industry rules, the register and the exam itself.
The highest coordinating body. Brings together representatives of the state, major employers and trade unions, approves professional standards and oversees the industry councils.
The industry body for trade and entrepreneurship. Authorizes assessment centers and exam venues and develops the assessment tools.
The federal operator of the system. Maintains the unified register of assessments and issued certificates and provides methodological support.
An organization authorized by the Council to conduct the exam. Accepts applications, keeps the schedule and administers the theoretical and practical parts.
Qualifications
The level defines the permitted scope of work and candidate requirements. Exam fees are set by the qualification assessment center.

Professional Path
Choose a level and review the candidate requirements. Education and work experience are checked before admission to the exam.
Applications are submitted through the website of the Union's qualification assessment center or at any center from the list below. Attach documents confirming the education and work experience required for the chosen level.
You can prepare independently using a practice exam, or take a course. The curriculum must meet the professional standard.
The professional exam is taken at a qualification assessment center: a theoretical part and practical tasks. The venue is chosen in your region.
On passing, a qualification certificate is issued and its details are entered into the federal NARK register, where any client or employer can verify them.
Preparation
You can prepare on your own or take a course. It is important to know the venue rules and the requirements for the training programme in advance.
A demo version of the exam is available on the website of the Union's qualification assessment centre: a full simulation of the procedure with the same types of tasks. It opens in your personal account after registration.
The platform tracks cursor movement: opening any tab other than the exam disqualifies the candidate. Using the Civil Code and a calculator is allowed.
Preparation courses are run by network agencies and the training centres of professional organisations. The programme must comply with the professional standard and be accredited by the Council for Professional Qualifications of the Russian Chamber of Commerce and Industry.
Exam
Independent qualification assessment has two stages. Their duration depends on the qualification level.
90 minutes: 60 minutes for theory and 30 minutes for six practical tasks.
120 minutes: theory - 40 tasks in 60 minutes, practice - two tasks, 30 minutes each.
The venue is chosen in your region from the list of qualification assessment centers below; the list is kept up to date from the NARK register.
Outcome
An official document confirming a specialist's level. Issued by decision of the Council for Professional Qualifications and recorded in the federal register.
The form of the certificate is set by law; the document is the same for all assessment centers in the country.
When it expires, the qualification is reconfirmed through the same procedure.
The authenticity of a certificate is checked in the federal register by its number or QR code.
Where to Take the Exam
Venues authorized to administer the professional exam for real estate specialists. The list follows the NARK register and is updated automatically.
Requirements
Requirements for education and work experience are established by professional standards and are verified before admission to the exam.
Secondary vocational education through a mid-level specialist training programme; no practical work experience is required. Alternatively, a certificate of completed upper secondary education (11 years of school) and an agent certificate issued under the voluntary certification system for services in the Russian real estate market, registered by Gosstandart of Russia under РОСС RU И046.04РН00. No special conditions apply to admission to work.
Higher education or secondary vocational education through a mid-level specialist training programme. At least two years’ experience in the transfer of rights in real estate for candidates with secondary vocational education; at least one year for candidates with higher education; or an agent certificate under the voluntary certification system for services in the Russian real estate market. Also accepted are a certificate of completed upper secondary education and a document confirming at least five years’ work experience, or the agent certificate specified above.
A higher-education degree outside the relevant field, plus supplementary education in the transfer of rights in real estate. At least three years’ practical experience in the transfer of rights in real estate, including at least one year in a managerial role.
